A partir de agora, o Ministério do Interior, liderado pelo General Eugénio Cesar Laborinho, estará sob a supervisão do Serviço de Inteligência e Segurança Militar (SISM). A decisão foi aprovada durante a sessão do Conselho de Ministros do dia 21 de dezembro de 2023, onde o Presidente João Manuel Gonçalves Lourenço, sancionou um novo estatuto orgânico do SISM, conferindo poderes expandidos à instituição de vigilância militar sobre o Ministério do Interior e os seus Serviços, bem como sobre a Polícia Nacional.
SECRETA PASSARÁ A CONTROLAR ACTIVIDADE CRIMINOSA DO SIC
De acordo com informações apuradas pelo Club-K, as autoridades angolanas identificaram nos últimos anos que órgãos vinculados ao Ministério do Interior, como o Serviço de Investigação Criminal (SIC), tornaram-se propensos a actividades criminosas, abrigando elementos marginais e associados ao narcotráfico.
A partir de agora, o SISM terá a competência de executar acções de contra-inteligência militar nos órgãos do Ministério do Interior e seus Serviços, como o SIC e os Serviços Prisionais. Além disso, apoiará o Ministro do Interior na formulação da proposta para a definição da Política de Segurança Pública e Ordem Interna.
Outra responsabilidade atribuída ao SISM será auxiliar nas propostas de nomeação e exoneração do pessoal de direcção e chefia dos órgãos de Contra-inteligência no Ministério do Interior e seus Serviços, conforme estabelecido por lei.
As instalações do Ministério do Interior e o controle de acesso do pessoal passarão a ser igualmente supervisionados pelo SISM, por meio da sua Direcção de Segurança e Protecção, o órgão orientador metodológico no manuseio de matérias classificadas. O novo decreto presidencial determina que o pessoal do Ministério do Interior e da Polícia Nacional de Angola a serviço do SISM conservará a sua situação administrativa original.
