Repletos de vícios de desvios de valores do Estado, alguns funcionários daquela instituição, de acordo a fonte, facilitam o exercício das actividades comerciais de estrangeiros de forma ilegal, ou seja, as suas contas não estão penhoradas pela AGT, já que, “uma volta e meia”, por via de um esquema existente, entregam os valores aos funcionários da AGT e tudo fica resolvido, ao Estado não vai nenhum tostão.
Entre os empresários estrangeiros que são facilitados por alguns funcionários da AGT, visados na falta de pagamentos de impostos ao Estado angolano, destacam-se os de nacionalidade Mauritânia e, avança aquela fonte que, as empresas com os comprovativos sobre o pagamento dos seus impostos, estão a recorrer ao tribunal, cujo objectivo é responsabilizar criminalmente os implicados no roubo destes valores, estando já identificados os nomes destes funcionários de acordo com as investigações em curso, que contou com a colaboração no fornecimento de mais detalhes dos trabalhadores de algumas agências bancárias locais.
Segundo a fonte do Wizi-Kongo, foram confiscadas 335 empresas devedoras e, a qualquer momento, caso não regularizem as dívidas com o Estado, serão fechadas as portas pela AGT e em sedes de tribunal vão responder pelos crimes de fuga ao fisco e branqueamento de capitais, uma vez que, algumas empresas acumularam uma série de dívidas que rondam em mais de cinco mil e 300 milhões de kwanzas.
Representada por cinco postos controlados nos municípios do Uíge, Songo, Negage, Sanza Pombo e Makela do Zombo, a AGT no Uíge, descobriu várias empresas mencionadas que possuem dívidas avultadas, entre outras, estão as Organizações Canito (detentora do Cine Ginásio e o Hotel Bago Vermelho), Cuilo River Hotel, Banha- Comércio, Hotelaria e Turismo, Grande Hotel e a fábrica de colchões “Vimo industria”, essa última situada no município de Negage, a 37 quilómetros da sede da cidade do Uíge.
Igualmente, entre os devedores, constam nomes de empresas de altas figuras do aparelho do Estado angolano, uns no activo e outros na reforma, a exemplo, do antigo governador de Cabinda e Uíge, Mawete João Baptista. Entretanto, A Administração Geral Tributária do Uíge, respectivamente, faz parte da segunda região tributária que engloba as províncias circunvizinhas de Malanje e Cuanza Norte.
