LEI DE CONTRA CONTRABANDO DE COMBUSTÍVEIS A CAMINHO DO PARLAMENTO ANGOLANO
O Governo angolano vai submeter à Assembleia Nacional a proposta de Lei do Combate ao Contrabando de Produtos Petrolíferos, um problema que “é relevante e vem aumentando de dia para dia”, disse hoje o titular da pasta.
Segundo o ministro dos Recursos Minerais, Petróleo e Gás, Diamantino Azevedo, o documento, que foi hoje apreciado pelo Conselho de Ministros de Angola, surge da necessidade de se trabalhar em legislação especializada, apesar de existir já legislação sobre esta matéria em outros instrumentos legais.
“Mas era necessário congregarmos numa lei especializada e que tornasse também tudo mais expedito para podermos combater este fenómeno”, disse o ministro à imprensa no final da reunião.
Diamantino Azevedo sublinhou que o problema não fica resolvido com esta proposta de lei, mas com “várias medidas que convergem para a solução da questão”.
“O país tem efectivamente muitos prejuízos, porque isto também interfere no abastecimento do próprio mercado nacional e é também uma questão de soberania nacional”, frisou.
Quando a lei for aprovada, o país vai ter um instrumento não só para coação dos envolvidos, mas também para facilitar a actuação, para se constranger os infractores, adiantou.
“Isto, com todas as outras medidas que se pretende tomar, poderá pôr cobro a essa questão que afecta todo o sistema económico do país”, realçou.
Os vários tipos de contrabando, tipificados na proposta, ficam aglutinados numa lei única, bem como a moldura penal desses crimes e formas mais expeditas de acção.
Semanalmente, as autoridades angolanas anunciam a apreensão de quantidades significativas de derivados de petróleo, que maioritariamente têm como destino a República Democrática do Congo, país com o qual partilha uma extensa fronteira, havendo igualmente o registo de contrabando de combustível no sul de Angola, para a vizinha Namíbia.
O comunicado de imprensa desta reunião refere que foi também apreciada, para envio ao parlamento, a proposta de Lei de Segurança Nacional, para a conformação da actual organização e funcionamento do sistema de segurança nacional aos princípios e normas estabelecidos na Constituição da República de Angola, bem como ao contexto nacional e internacional, garantindo a independência e soberania nacional, a defesa e integridade territorial, o Estado democrático de direito, a segurança das populações e dos seus bens e a protecção do património nacional.
No quadro da política externa, o Conselho de Ministros aprovou, para submeter ao parlamento, vários instrumentos bilaterais, entre os quais se destaca o Acordo de Facilitação de Investimentos Sustentáveis entre Angola e a União Europeia, com vista a facilitar a atracção, a expansão e a retenção de investimento directo estrangeiro entre as partes, para efeito de diversificação económica e de desenvolvimento sustentável.
