A ministra de Estado para a Área Social assegurou, esta terça-feira, em Moçâmedes, que os dados preliminares apontam para a contínua consolidação e recuperação da actividade económica de Angola, que poderá crescer 3,3 por cento em 2023, acima da projecção do crescimento da população.
Dalva Ringote, que falava durante o acto central do 21º Aniversário do Dia da Paz e Reconciliação Nacional, disse que, apesar das condições internacionais adversas, a economia angolana manteve-se resiliente aos “choques externos”, tendo retomado a trajectória do crescimento económico em 2021, ano em que o Produto Interno Bruto cresceu 1,1 por cento, depois de um período de 5 anos de recessão.
Informou que se estima que em 2022 a economia terá crescido cerca de 3 por cento.
A ministra de Estado para a Área Social acrescentou que esse desempenho reflecte as respostas de políticas do Executivo para mitigar o impacto negativo da actual situação internacional na economia nacional, além do facto dos resultados positivos das reformas estruturais dos últimos cinco anos na criação de condições necessárias para um crescimento económico mais sustentável e inclusivo.
Disse que, em reforço do crescimento económico e consolidação da economia, o Executivo tem como prioridades no presente orçamento a contínua defesa do consumo das famílias e seus rendimentos, a diversificação da economia através do estímulo ao investimento privado e a liquidez das empresas, bem como a promoção do investimento público estruturante para acelerar o crescimento e a recuperação de empregos.
Ainda no intuito de responder às preocupações de carácter social, a governante disse que o Executivo tem previsto no presente OGE 43,5 por cento da despesa fiscal primária que corresponde a 23,9 por cento da despesa total e um aumento de 33,4 por cento, face ao orçamento de 2022, o que vai acelerar os programas e projectos de grande impacto social que estão a ser implementados em benefício das populações.
Dalva Ringote destacou alguns programas e projectos que têm estado a mudar diariamente a vida das famílias angolanas e comunidades, nomeadamente, o Programa de Construção de Barragens de Retenção de Águas para o Combate à Seca e Abeberamento do Gado, o Programa de Fortalecimento da Protecção Social (Kwenda), Merenda Escolar, o Programa da Promoção da Empregabilidade, Expansão de Abastecimento de Águas nas áreas urbanas, sedes dos municípios e áreas rurais, Programa de Melhoria da Saúde Materno-Infantil e Nutrição, Programa de Protecção e Promoção dos Direitos da Criança, o Programa Integrado de Desenvolvimento Local e Combate à Pobreza, o PIIM, o Programa de Combate às Grandes Endemias pelas abordagens das determinantes de saúde, o de Melhoria da Qualidade de Desenvolvimento do Ensino Primário, entre outros.
Dalva Ringote sublinhou que todos esses programas e projectos “impõem um dever patriótico de defesa da paz para a construção e desenvolvimento de comunidades mais resilientes, económica e social, com mais escolas e hospitais para as populações, apoio à 3ª idade, mais água e electricidade”.
Novas residências mudam a vida dos professores e enfermeiros
Um complexo residencial de vinte casas do tipo T3, construído no bairro 4 de Março, arredores de Moçâmedes para beneficiar os professores e enfermeiros, foi inaugurado, ontem, pela ministra de Estado para a Área Social, Dalva Ringote, no âmbito das comemorações do 21° Aniversário da Paz e Reconciliação Nacional.
A construção das residências foi inscrita no Plano Integrado de Intervenção nos Municípios (PIIM). Os beneficiários exaltaram o empenho do Executivo, principalmente, do Governo da província, na prossecução das acções tendentes à melhoria da qualidade de vida das populações.
Em cânticos, afirmaram que se sentem alegres pelo facto de verem o “sonho da casa própria realizado, com condições de habitabilidade apropriadas”.

Já na sede municipal de Moçâmedes, a ministra de Estado para a Área Social procedeu à entrega de 40 ambulâncias ao Gabinete Provincial da Saúde, para serem distribuídas aos centros de saúde e hospitais de referência.
O director do Gabinete Provincial da Saúde, Miguel Coríntios, reconheceu a envolvência do governador Archer Mangueira no sector, por este ter disponibilizado a viatura pessoal, transformando-a em ambulância e socorrido vários pacientes.
Referiu que o sector funcionou, há alguns anos, com menos de 10 ambulâncias e o grito de socorro era iminente em todo o Namibe, em torno da aquisição de pelo menos uma. “Com esta entrega, vai-se pôr fim à transportação de doentes em carroças”, concluiu.
O papel das igrejas na protecção da paz
A ministra de Estado para a Área Social lembrou que, passados 21 anos de paz, os angolanos são hoje desafiados a fazer da paz “um princípio fundamental da vida colectiva”, que aponta como um elemento integrador da acção diária na vida pública, familiar e religiosa, tendo as igrejas o papel de protecção da paz social, através da vocação de pregar o evangelho, a humanização e recuperação da saúde espiritual.
“Neste sentido, as igrejas devem continuar com o seu importante papel nas comunidades, promovendo a tolerância, o respeito, a cultura de defesa da paz, a harmonia, o espírito de reconciliação e da diversidade”, referiu, acrescentando que o compromisso com a paz plena e duradoura deve ser inesgotável, contando com a participação de todos os parceiros sociais do Estado, das autoridades tradicionais na promoção da paz e defesa das instituições democráticas.
“A paz, a democracia e a reconciliação de forma interligada constituem um processo contínuo que exige a dedicação e o compromisso de todos”, sublinhou, considerando a paz como um bem-comum de valor “incomensurável” que une a todos os angolanos sobre um trilho de desafios comuns em dimensões da jovem pátria de tradições, de valor da diversidade, da família, da livre iniciativa, do desenvolvimento das comunidades, da solidariedade e da busca incessante das melhores políticas públicas para o povo.
Dalva Ringote destacou que o 4 de Abril é uma das “mais importantes” datas da História da “jovem nação” e lembrou que há 21 anos, depois de décadas de luta contra o poder colonial, invasões, agressões estrangeiras e outros factores internos, o povo angolano conquistou, finalmente, a paz e lançou as bases da completa reconciliação nacional para o desenvolvimento económico, social e da prosperidade do país. Dalva Ringote lembrou, também, que nenhum país pode garantidamente viver em paz e em segurança quando persistem, na sua fronteira, conflitos que facilmente podem alastrar-se e envolver o próprio território. Por esta razão, considerou que a consolidação da paz em Angola passa, igualmente, pelo fim dos conflitos em territórios vizinhos.
“É neste sentido que o nosso país condena, de forma firme e clara, a guerra e quaisquer outras formas de desestabilização do continente africano”, disse, frisando que Angola é um país de paz empenhado a consolidar as instituições democráticas, desenvolver e diversificar a economia, com vista ao progresso, ao bem-estar das populações e afirmação cada vez mais da identidade de valores no quadro das nações e do mundo.
Disse que a tradição de paz faz de Angola um anfitrião permanente do Fórum Pan-africano, também designado Bienal de Luanda, que conta com a parceria da UNESCO e da União Africana, congregando distintos actores governamentais, da sociedade civil, da comunidade científica, artística e desportiva, bem como do sector Privado e organizações internacionais para o diálogo abrangente na resolução de conflitos e prevenção da violência.
Isso, de acordo com a ministra de Estado, incentiva os valores da tolerância, da solidariedade, diversidade, intercâmbio cultural e Direitos Humanos que, em definitivo, contribuem para uma África pacífica e próspera.
