ROUBARAM OS CAMIÕES: IGAE ACUSADA DE APRESENTAR RELATÓRIO FALSO PARA ACOBERTAR ZENILDA MANDINGA NA UTGSL
Os ex-funcionários, demitido há cerca de 2 anos por alegada falta de meios de trabalhos, acusaram a Delegação da Inspecção Geral da Administração do Estado (IGAE), de apresentar um relatório falso à rádio Luanda, sobre os meios de transportes pesados de saneamento básico, supostamente desviados da Unidade Técnica de Gestão e Saneamento de Luanda (UTGSL), para acobertar a Directora Geral, Zenilda Mandinga.

Segundo o director de queixas, denúncias e reclamações da IGAE, Frederico Jamba Lima, que falava aos microfones da rádio Luanda, em virtude de inúmeras denúncias formuladas por cidadãos preocupados com os desvios dos meios do Estado, a delegada provincial de Luanda por despacho n.º 022/DPIGAE/23, criou uma comissão inspectiva de carácter geral, a UTGSL, sobre o património adquirido nos últimos 3 anos, onde apuraram-se evidencias que indiciam a gestão danosa sobretudo relativa ao património daquela Instituição afecto ao Governo Provincial de Luanda.
No relatório apresentado pela IGAE, consta que a UTGSL, criada em 2011, com o objecto da gestão da macrodrenagem e rede de esgotos da cidade de Luanda, adquiriu com fundos públicos no ano de 2014, cerca 192 máquinas pesadas de saneamento básico de diversas espécies e no âmbito da estratégia da inspecção da Elisal, alocou alguns meios as administrações municipais e distritais com propósito de reforçar aqueles meios públicos na oferta dos serviços de saneamento básico, nos municípios do Cazenga, Talatona, Cacuaco, Samba, Kilamba Kiaxe, Benfica e Rangel.
De acordo com o director de queixas e reclamações da IGAE, durante a inspecção, constantou-se que os meios ora distribuídos a estes apenas 10 camiões se encontram operacionais e mais de 15 veículos, as restantes máquinas encontram-se inoperantes e não foram registadas no Sistema Integrado de Gestão do Património de Estado (SIGPE) o que permitiu serem retirados facilmente da esfera pública.
“ Diante dos factos foram despoletados mecanismos de buscas e culminaram com a recuperação de seis camiões, um deles na província do Moxico, que de forma indevida estavam na posse de Isaac Pedro, João Moirivaldo Pedro e da Empresa Medinvest Lda,” disse o Director.
Consta ainda do relatório que, os meios ora recuperados, transitaram ardilosamente a esfera privada, recorrendo a documentos falsos como se estivessem sidos legalmente abatido com a conivência dos funcionários das administrações municipais e distritais.
“ Numa prévia análise se depreende que a conduta dos funcionários visados viola os princípios basilares da administração, o que constitui acto de improbidade pública, pelo que os presumíveis infratores deverão ser responsabilizados, civil e criminalmente”.
Os ex-funcionários que vezes sem contas acusam a Directora Zenilda Mandinga de desviar os meios da Instituição, pretendem contestar o relatório apresentado, alegadamente porque não foram as administrações que venderam os equipamentos conforme o IGAE fez saber, mas sim a própria UTGSL.
