GOVERNO APROVOU 38,3 MIL MILHÕES PROPOSTA DO OGE PARA 2023
O Conselho de Ministros angolano aprovou hoje a proposta do Orçamento Geral do Estado (OGE) 2023, com receitas e despesas estimadas em 20,1 biliões de kwanzas (38,3 mil milhões de euros), considerado “equilibrado” pela ministra das Finanças.
Em declarações à imprensa, no final da reunião orientada pelo Presidente angolano, João Lourenço, a ministra das Finanças, Vera Daves de Sousa, disse que a proposta do OGE, com um preço de referência de 75 dólares (72,3 euros) por barril de petróleo e uma produção petrolífera média de 1,18 milhões de barris, “está equilibrado”, com 0,9% de saldo positivo.
Vera Daves frisou que a proposta do orçamento para o exercício económico de 2023 prioriza o sector social, com um peso sobre a despesa total do OGE de 23,9%, os serviços públicos, com 12,5%, o sector económico, com 10,1%, e o sector de defesa, segurança e ordem pública, com 8,6%, sendo os restantes 45,1% destinados a operações de dívida.
“A proposta vem assim, com um 1,5 biliões de kwanzas (2,8 mil milhões de euros) para a educação e de 1,3 biliões de kwanzas (2,4 mil milhões de euros) para a saúde”, informou a ministra.
A par do sector social, realçou a ministra, é também priorizado o sector económico.
“Prevê-se fazer um grande investimento por via de capitalização no Banco de Desenvolvimento de Angola e no FRACA [Fundo Activo de Capital de Risco Angolano] para dinamizar o PRODESI [Programa de Apoio à Produção, Diversificação das Exportações e Substituição das Importações] e implementar o Planapecuária, o Planapescas e o Planagrão e por essa via contribuirmos para o aumento da receita fiscal não petrolífera”, referiu Vera Daves de Sousa.
A proposta perspectiva uma taxa de inflação de 11,1%, no final do período, bem como uma recuperação da economia, com um crescimento do Produto Interno Bruto (PIB) real de 3,3%, face ao crescimento de 2,7% prognosticado para 2022.
