GOVERNO ACTUALIZA LISTA DE TRABALHOS PROIBIDOS A CRIANÇAS
O Governo angolano aprovou hoje o Decreto Presidencial que actualiza a lista de trabalhos proibidos ou condicionados a menores, devido ao aumento considerável de crianças a trabalharem sobretudo nos sectores agrícola e da construção civil.
O documento, que tem como objectivo combater e erradicar o trabalho infantil, foi aprovado na reunião da Comissão Económica realizada hoje, sob orientação do Presidente angolano, João Lourenço.
Em declarações à imprensa, o secretário de Estado para o Trabalho e Segurança Social, Pedro Filipe, referiu que o Estado angolano tem compromissos internacionais assumidos, nomeadamente com a Organização Internacional do Trabalho (OIT) e internamente tem também um plano de acção aprovado, em 2021, de combate ao trabalho infantil.
Pedro Filipe sublinhou que a Lei Geral do Trabalho angolana permite que menores entre os 14 e 18 anos possam trabalhar, com autorização expressa dos pais, tendo em atenção o interesse dos menores, nomeadamente não prejudicar o seu crescimento e desenvolvimento saudável, a sua progressão académica e a sua consolidação psíquico-emocional.
“Temos constatado um aumento considerável de trabalho infantil, sobretudo nas actividades de cariz agrícola, a nível do sector da construção civil, a nível dos serviços e das indústrias”, disse o secretário de Estado para o Trabalho e Segurança Social.
O governante angolano realçou que o quadro agravou-se “ainda mais, desde que a pandemia da covid-19 começou a fazer morada no país”, destacando que o fenómeno é transversal a quase todos os países do mundo, com principal incidência no continente africano e asiático.
Segundo Pedro Filipe, Angola tem uma comissão multissectorial que foi constituída no ano passado, que é presidida pela ministra da Administração Pública, Trabalho e Segurança Social, que tem vindo a levar a cabo uma série de actividades com o propósito principal de combater o trabalho infantil.
A lista de trabalhos proibidos ou condicionados “é extremamente vasta”, frisou Pedro Filipe, destacando trabalhos a nível das minas, britadeiras, actividades de coveiro e algumas indústrias que fabricam materiais tóxicos.
O decreto regula igualmente o horário de trabalho, que permite uma carga laboral de no máximo quatro horas diárias contra o horário normal de até oito horas de trabalho.
De acordo com Pedro Filipe, o último Inquérito de Indicadores Múltiplos, publicado pelo Instituto Nacional de Estatística (INE), que reconheceu “já está desactualizado”, apontava para mais de 25 mil crianças em trabalho infantil.
“É claro que este número está subavaliado, nós temos a noção de que deveremos actualizar esse inquérito e deveremos partilhar com a sociedade estatísticas muito mais realistas, porque da nossa constatação empírica, isto já na constatação dos trabalhos da comissão multissectorial, constatamos que os números estão muito além destes indicadores”, indicou o governante angolano, informando que já está em curso um trabalho com o INE para actualizar este inquérito.
Para controlo deste fenómeno, a comissão multissectorial conta com a colaboração da inspecção-geral do trabalho e com a participação do Instituto Nacional da Criança, sobretudo no segmento informal.
“Existe um universo muito grande de crianças que estão a exercer a actividade laboral, mas fora do sector formal, nomeadamente a actividade agrícola, a construção, temos estado a nos deparar com muitas crianças a engraxar sapatos na rua, temos estado a nos deparar com muitas crianças a lavar carro na rua”, descreveu.
De acordo com Pedro Filipe, o plano, além de medidas repressivas, tem o lado de assistência às famílias, através de programas implementados pelo executivo.
“Porque entendemos que a situação social de algumas famílias inspira cuidados, daí que muitas famílias se vêem a braços com essas dificuldades e permitem que filhos menores sejam engajados em actividades laborais”, observou.
