NO ZAIRE: GOVERNADOR ADRIANO DE CARVALHO REITERA EMPENHO NA RESOLUÇÃO DOS PROBLEMAS DA POPULAÇÃO
O governador do Zaire, Adriano Mendes de Carvalho, reiterou, ontem, no município do Soyo, província do Zaire, o seu empenho em “tudo fazer” para a resolução dos diversos problemas sociais das populações locais.
Ao falar num encontro com os membros do Conselho Municipal de Auscultação Social do Soyo, realizado na Administração local, Adriano Mendes de Carvalho disse ter consciência de que há ainda muita coisa por se fazer, lembrando que a resolução dos diversos problemas dos habitantes só será possível com o apoio de todos, sem distinção de cores partidárias.
“Não interessa a cor partidária. O que interessa é que consigamos, ou podemos vir a ter a possibilidade de resolver as questões extremamente delicadas que afligem o nosso município do Soyo, com maior acentuação a província do Zaire. Há uma grande expectativa das pessoas sobre o quê que será? O quê que o governador vai fazer? E logicamente que o melhor milagre que queremos ter aqui para todos é o trabalho”, referiu.
O governante repudiou o pensamento, segundo o qual o município do Soyo deve viver apenas do petróleo, pondo de parte outras potencialidades, em termos de recursos naturais que possui, como terras aráveis e o mar, que “se forem devidamente explorados geram desenvolvimento social e económico, com a criação de novos postos de trabalho”.
“Temos que pensar de maneira diferente. O Soyo pode ser muito mais do que aquilo que é. O Soyo tem terras aráveis e o mar. O Soyo tem tudo para dar certo”, frisou Adriano Mendes de Carvalho, que está à frente dos destinos da província do Zaire há um mês.
Ao intervir no encontro, o administrador municipal do Soyo, José Mendes Belo, apresentou ao governador várias preocupações nos diversos domínios da vida social e económica, com destaque para o elevado índice de desemprego que se regista na região, agravado pelos despedimentos em massa, como consequência da crise no mercado petrolífero.
Falou também da ausência do tapete asfáltico em muitas vias do interior da cidade, bem como o mau estado das estradas de acesso às comunas, situação que tem dificultado as trocas comerciais e privação de serviços básicos.
A falta de projectos habitacionais, que possam satisfazer as necessidades da população local, os elevados níveis de criminalidade, com maior destaque para os crimes contra a propriedade e pessoa, a vandalização de bens públicos, a falta de operacionalização plena dos Serviços de Registos, bem como a electrificação das comunas constam, igualmente, do leque das preocupações apresentadas pelo administrador do Soyo.
“No que à energia eléctrica, ainda diz respeito, recordo que muitos bairros e aldeias próximas da sede municipal do Soyo não beneficiam, ainda, dela, uma vez haver necessidade da extensão das redes de média e baixa tensão”, referiu José Mendes Belo.
Informou que o actual Hospital Municipal do Soyo, apesar de estar a beneficiar de obras de restauro e ampliação, já não corresponde com as necessidades de uma população, que cresceu vertiginosamente nos últimos anos.
Em resposta às preocupações apresentadas, particularmente as relacionadas com o desemprego, delinquência e habitação, Adriano Mendes de Carvalho não fez promessas, mas indicou alguns caminhos que devem ser seguidos para a resolução dos problemas em causa.
Em relação ao desemprego, o governador defendeu a necessidade de se fortalecer o tecido empresarial local, através de financiamentos bancários, no sentido de permitir a criação de novos postos de trabalho.
No que toca à habitação, pediu calma à população, pois o projecto da construção da Centralidade do Soyo, cujo anúncio foi feito pelo Presidente da República, aquando da sua visita à província, deve obedecer alguns trâmites, como a necessidade da inserção da verba no Orçamento Geral do Estado (OGE) do próximo exercício económico.
